This is an interesting perspective. I believe the opposite -- the process of note taking leads to retention. Recording notes properly leads to value.
That said, rote note taking doesn't lead to retention. Instead, the listener needs to write what they've heard in their own words. Writing in your own words forces you to ensure that you remember and understand what was said, ask yourself if it applies in different contexts, and consider if it links to anything else that you know.
That's the process that leads to retention and understanding.
Note taking should be about elaboration, expanding o the information provided, not just about copying word-for-word what someone else said.
